 Michigan’s dictator, when talking about needing military support at some hospital systems in Michigan, said the following (I’ve added the bolding):

“Right now, our doctors and nurses are reporting the vast majority of their patients are unvaccinated or have not yet received a booster dose. We can all do our part to help reduce the strain on our hospital systems by getting vaccinated, making an appointment to get a booster dose, and continuing to take precautions to keep ourselves and loved ones safe.”

So what they are now doing in conflating folks who have never received a covid jab with those who haven’t received a booster (formerly considered to be fully vaxxed).  

Nice way to cover up the true numbers of the population now ‘straining’ hospital systems (which are, of course, strained because they keep firing folks who refuse to get an out-of-date, still experimental jab.
