One of the dems’ slush funds to other countries was ostensibly and ironically meant to secure elections. Their recommendations include fingerprints and photo voter IDs. Fingerprints go way beyond what is included under the SAVE Act that they they are holding up in the Senate.

Not all of these would be considered to be First World. And of course, the dems have a long game planned in countries like Nigeria, Bangladesh, etc. As a side note, this foreign initiative is still being funded by the US while the dems at home are fighting tooth and nail against anything similar here.
