What makes Federal employees different than other employees?

 With the huge push to get ‘shots in every arm’ to the point where people are being laid off their jobs for not getting it, the Biden Admin says that the Covid shots shouldn’t be mandatory for Federal employees, nor should they be required to disclose whether or not they’ve gotten it as a condition of employment.

So what makes Federal employees different from any other employee in the US?  Is this a new two tier system?  We know that half of the CDC and NIH employees have taken a pass.  Why can’t others do so as well without threat or coercion.
