This is why Pelosi wants to keep proxy voting as long as possible.

 So when the $1.9 billion Capital Security Spending bill came up and passed by one vote, the reason for that was because a representative from California FORGOT to cast a proxy vote for a colleague from Texas that would have put the kibosh on it.

Now this has several levels of stupid. 

The first is why Rep Carter, the Texas rep, was having to use a proxy.  I haven’t really been able to find anything on that.  He did say he would have voted no, for the record.  Which doesn’t affect the outcome.

The second is the rep from California who conveniently forgot to cast the proxy vote.

The third is the Republican leadership (I believe that Cheney was still in place at the time) who didn’t make sure that everyone was in place for voting.

The fourth is that all proxy voting (of which the constitutionality is still in doubt) was supposed to be submitted to the House Clerk.  I’m presuming that they’re supposed to help keep track to make sure that the votes are actually cast?

With all of this, plus the Republican ‘leadership’ apparently taking a punt, leaves Pelosi in a real good position to push through whatever the hell she wants.

I wonder, since the proxy was filed according to the new protocols, if there is a possibility to change the vote retroactively?
