The answer to the first one is never. Guidelines are guidelines. They aren’t rules, they aren’t regulations, they aren’t laws. They’re suggestions, sometimes strongly worded but not so strongly worded that anyone can bring the Constitution into it. The CDC, with their non-science judgement calls and exceptions have lost any vestige of authority and should thus be ignored.
The answer to the second question is easy. An emergency is not an emergency after a year. An entire year. It’s really just that simple as well. Any ’emergency’ mandates, orders, or guidance should be viewed under that lens and again, ignored.
Just remember that codes are more like guidelines than actual rules. If you’re a citizen and not a politician or toady, then they don’t apply to you.
